Biography:
Valeria works in the field of health systems and international development assistance for health. She is particularly interested in the interface between disease specific programmes (e.g. HIV/AIDS) and how best they can be delivered and financed within a country health systems context. She is also interested in further understanding the effects of different health financing strategies, in particular donor funding on the health systems of recipient countries. Her recent projects include: a policy analysis of the translation of research evidence into policy (a case study of IPTi - in Ghana and Tanzania); monitoring and evaluation of the International Health Partnership; evaluation of community based health insurance schemes in Azerbaijan; development of a conceptual framework on health sector governance and implications for the private sector; and an analysis of the how different modes of development aid (project support, sector wide approach, budget support) affected the relationship between the Government of Uganda and its development partners. Prior to that she worked as a part of the operational team of Working Group 5 of the WHO Commission on Macroeconomics and Health. During that period, she contributed to the analytical work on health systems constraints to scaling up priority health interventions in developing countries. In Brazil, while working on a Ministry of Health project, she acquired extensive experience in HIV/AIDS prevention and treatment programmes at national and local levels, in the context of international financial and technical cooperation.
