What results can we anticipate for Ownership and Accountability in the first year report of IHP+Results?

 

What questions do we want the first year report of IHP+Results to address? As our team of researchers conclude their work with IHP+ international and in-country signatories, we need to start prioritising the questions listed in our inception plan for each Result Area.  So, how do we best do this?

 

While all the questions listed in the Inception Plan are certainly interesting and have been key to our approach so far , perhaps the best way to prioritise them is to consider: what is it we want IHP+ to actually achieve?  We want our report is to be as accessible as possible and so we don’t necessarily need to follow the traditional approach and structure of other annual performance evaluations.

 

Key Results for Ownership and Accountability

 

Thinking about my Results Area of Ownership and Accountability I came up with these 4 main groups of results that are expected from the IHP+:

 

  1. Country-led health sector responses: What are the links with national plans?  For instance, is funding supporting national plans and priorities?  Do credible costed national plans exist? What evidence is there of country priorities being reflected in donor commitments?
  2. Civil Society engagement: Is Civil Society actively engaged in health policy planning, implementation and review as well as in health sector decision-making forums? Is funding to Civil Society increasing? What evidence is there of non-government stakeholder groups engaged in political accountability mechanisms?
  3. Transparency of health sector support and decision-making: What is the degree of transparency in the use of agency and government funds? Are there mutually agreed procedures for raising and resolving grievances? And is there evidence of cooperation between partners (such as a regular government-led partner forum)?
  4. Accountability mechanisms at country level: What sort of evidence is there of non-government stakeholder groups engaged in political accountability mechanisms? And are the regular and effective information flows between development partners, national government and civil society?
