Commitments
Accept national health plans as the basis for funding and avoid introducing activities that are inconsistent with these plans.
Use national health plans, embedded in development frameworks, to guide health system development and how resources are used in the sector.
Fund and implement a coherent country-led health sector program.
Facilitate the coordination and harmonization of international efforts under the stewardship of Governments.
Hold stakeholders accountable for measuring impact and for implementing the global and country compacts.
Be accountable to our citizens and report to our funders on progress.
Be accountable for delivering financial and technical support we have committed.
Be held to account in implementing the global compact.
Invite Civil Society to participate in the design, implementation and review of the Partnership at global and country levels.

Specific Actions
Endorse process for assessing the quality of national health and HIV/AIDS plans by September 2009.
Ensure development partner country offices are well briefed and actively engaged.
Accept national strategies as financing instruments, harmonised with the IHP+ joing assessment process, with first NSAs approved in November 2009.
CCMs applying for funds for Health Systems strengthening (HSS) should involve at least one in-country representative with a focus on HSS and one government representative with responsibility for HSS planning.
Ensure that strategic health plans contain clear objectives in line with the MDGs, are evidence-based and fully costed, can realistically be achieved, are the outcomes of a consultative process, and have a clear M&E framework.
Ensure that organisations without country representation (eg GFATM, GAVI) can participate effectively.
Ensure a consolidated UN country presence with one programme,one budgetary framework, and an enhanced role for the UN Resident Coordinator.
Ensure the development and use of a common UN health component within the UNDAF, under the leadership of the Resident Coordinator or WHO Representative.
Use Country Cooperation Strategies to align with National Strategic Health Plan cycles and shape the health-dimension of cross-agency tools such as the UNDAF.
Explore mechanisms for providing on-going feedback to development partners.
Review performance against country compact commitments.
Strengthen mutual accountability mechanisms.
Verify improvements in public finance management.
Report annually on our performance at country and global levels.

By Feb 2009 improve how IHP+ is communicated and understood - develop a communications strategy and contract external communications firm.
