Commitments Made In Country Ownership and Promoting Accountability

Commitments

 

  • Accept national health plans as the basis for funding and avoid introducing activities that are inconsistent with these plans.
  • Use national health plans, embedded in development frameworks, to guide health system development and how resources are used in the sector.
  • Fund and implement a coherent country-led health sector program. 
  • Facilitate the coordination and harmonization of international efforts under the stewardship of Governments. 
  • Hold stakeholders accountable for measuring impact and for implementing the global and country compacts.
  • Be accountable to our citizens and report to our funders on progress. 
  • Be accountable for delivering financial and technical support we have committed. 
  • Be held to account in implementing the global compact. 
  • Invite Civil Society to participate in the design, implementation and review of the Partnership at global and country levels.
  • Engage and involve our citizens and civil society so they can rate our performance.
  • Support a coordinated AIDS response and assist all stakeholders to develop and implement quality, costed, and budgeted national HIV/AIDS plans. 

 

Specific Actions

 

  • Endorse process for assessing the quality of national health and HIV/AIDS plans by September 2009. 
  • Ensure development partner country offices are well briefed and actively engaged. 
  • Accept national strategies as financing instruments, harmonised with the IHP+ joing assessment process, with first NSAs approved in November 2009. 
  • CCMs applying for funds for Health Systems strengthening (HSS) should involve at least one in-country representative with a focus on HSS and one government representative with responsibility for HSS planning. 
  • Ensure that strategic health plans contain clear objectives in line with the MDGs, are evidence-based and fully costed, can realistically be achieved, are the outcomes of a consultative process, and have a clear M&E framework. 
  • Ensure that organisations without country representation (eg GFATM, GAVI) can participate effectively. 
  • Ensure a consolidated UN country presence with one programme,one budgetary framework, and an enhanced role for the UN Resident Coordinator. 
  • Ensure the development and use of a common UN health component within the UNDAF, under the leadership of the Resident Coordinator or WHO Representative. 
  • Use Country Cooperation Strategies to align with National Strategic Health Plan cycles and shape the health-dimension of cross-agency tools such as the UNDAF. 
  • Explore mechanisms for providing on-going feedback to development partners. 
  • Review performance against country compact commitments. 
  • Strengthen mutual accountability mechanisms. 
  • Verify improvements in public finance management. 
  • Report annually on our performance at country and global levels. 
  • Strengthen mutual accountability mechanisms. 
  • Orient technical support towards leveraging resources for national priorities and goals. 
  • Commission an independent evidence-based assessment of results. 
  • Facilitate stakeholder consultation on process for assessing quality of national health and HIV/AIDS plans, by September 2009. 
  • In 2009, provide support to civil society groups at the country-level. 
  • Financially support civil society workplan, with progress updates shared during SuRG meetings. 
  • Work with civil society to map out relevant CSOs, networks and platforms to engage with the development and implementation of country compacts. 
  • Consult stakeholders each year on development of plans, revisions and sector strategies. 
  • Ensure an enabling environment for the participation of NGOs/Civil Society and the Private Sector to the implementation of the HSDP. 
  • Adequately resource activities to improve coordination and strengthen capacity of civil society, especially national CSOs. 
  • By Feb 2009 improve how IHP+ is communicated and understood - develop a communications strategy and contract external communications firm. 
  • Ensure progress in IHP+ countries against this commitment. 
  • In 2009, evaluate the joint UNDP-World Bank-UNAIDS programme on Mainstreaming HIV into Development Plans and Instruments.
