IHP+Results (managed by Responsible Action!) provides an independent assessment of progress made in implementing IHP+ commitments. In 2009 we produced draft scorecards for 9 IHP+ signatories, allowing us to:
In 2010 we plan to produce 2 types of IHP+Results Scorecard - Partner Scorecards and Country Scorecards. Each is described in more detail below:
Partner Scorecards
IHP+Results will produce a Partner Scorecard for each Development Partner agency, on a voluntary basis, using a collaborative participatory process. Below is an example for illustrative purposes only.
The Partner Scorecard presents data for each IHP+ Signatory (on a voluntary basis) against a set of Standard Performance Measures. These have been developed in consultation with IHP+ Signatories and agreed by the SuRG. We will ask each participating signatory to provide data to report against the Standard Peformance Measures, and use this to produce a draft Scorecard showing how each participating agency is performing against the agreed Targets. This will show an aggregate picture for each agency's performance in the countries where IHP+Results is monitoring progress in 2010 (ie it will not present an overall picutre of each agency's total health portfolio). Draft Partner Scorecards will be discussed and agreed with IHP+ focal points in each agency. Scorecards for each agency will be available here.
Country Scorecard
A IHP+Results Country Scorecard will be produced for each of the countries that has volunteered to participate in IHP+Results monitoring during 2010. The Country Scorecard provides an overview of progress against a combination of measures - both the Standard Performance Measures agreed by the SuRG, and a limited number of additional data points that complete the picture for the 5 Results Areas that IHP+Results is using to organise it's work. The Country Scorecard will primarily present data provided by the IHP+ Country Government in question, supplemented in some places by an aggregate of data provided by Development Partners (eg on total external health financing). Where possible data will be drawn from existing in-country processes and systems, such as Joint Annual Health Sector Reviews. A draft Country Scorecard will be presented to Government and Development Partners in each participating country for verification purposes before being finalised for publication. We expect that this will provide a useful input to in-country processes around mutual accountability. Below is an example for illustrative purposes only. Country Scorecards will be available here.
