What is IHP+Results?


IHP+Results provides an annual independent monitoring and evaluation review of the International Health Partnership (IHP+). This process of monitoring and evaluation was mandated by the IHP+ Global Compact and the subsequent high-level Ministerial Review in February 2009.


The IHP+Results process covers the second phase of the IHP+ from 2009 to 2011.  It will focus primarily on monitoring and evaluating the implementation of commitments set out in IHP+ global compact and in IHP+ country compacts.  The IHP+Results process will be run through an independent North-South Consortium (the IHP+Results Consortium) of research and advocacy organizations, led by Responsible Action, part of the Human|Scale Development Group.


How does IHP+Results work?


The guiding principles of the IHP+Results process are transparency, accountability and participation.  To ensure these principles inform all our work, we will use this, the North South Observatory (www.ihpresults.net) as a shared space for ideas, reports, results, debate and discussion.  This enables an online collaborative process, ensures that our activities are transparent, and means that anyone who [signs up for an account] on the Observatory can participate in the IHP+Results process (NB: the Observatory can be viewed by anyone, but users need to [sign-up] in order to comment on, or contribute to content).  The website also promotes accountability through the online engagement tool, which allows registered users to rate signatories against their commitments.

IHP+ Results will contribute to the success of the IHP+ through providing a critical review of progress and feeding into the mechanisms for mutual accountability.  For more information on the IHP+Results approach, have a look at our [Inception Plan and associated Annexes].  The activities of IHP+Results follow three strands: Scorecards, Case Studies and Communication and Advocacy.


The Scorecards


The scorecards will demonstrate the progress and successes of each signatory against their stated commitments and actions.  This single page will allow an at-a-glance assessment of the current situation, putting into practice the principles of transparency and mutual accountability.  To aid participation and wider accountability, these scorecards will also be available here on the North South Observatory.  Click here for more in formation on the scorecard approach.


Case Studies


The IHP+Results process also includes in-depth analysis (case studies) of IHP+ partner countries, which will be carried out by the London School of Hygiene and Tropical Medicine.  These case studies will determine ensuring how great an impact the IHP+ programme has had in affecting change in those countries, that the process itself is independently monitored and evaluated.


Communication and Advocacy


The first year of IHP+Results focuses on promoting understanding, cementing progress and launching this site, the North South Observatory.  In the second year we will focus on working with Civil Society and in engaging a wider public, while the third and final year will focus on writing up our results into our Final Report, disseminating the results of the IHP+Results process and making these available for advocacy purposes.
