This question looks to the extent that external partners have been part of the national health planning process and to what extent they have assumed ownership of the plan by directly funding the implementation of plan activities. In other words, researchers have to ask if the activities being funded by external partners are within the national plan and if they are identified as priority activities. For example, countries have plans to achieve the MDGS, and so to what extent are the activities supported by external partners and part of the national plan and strategy of achieving the MDGs.
