Could you describe the main differences between the country compacts and the more traditional SWAp? I understand that the country compacts are for the IHP signatories, but are there any tangible differences?       <description>&lt;!-- [DocumentBodyStart:a132d02c-8e96-4e19-8a77-537fb59ac330] --&gt;&lt;div class="jive-rendered-content"&gt;&lt;p&gt;Thanks for the comment Patrick.&amp;#160; The IHP+ is a process that is&lt;/p&gt;&lt;p&gt;designed to support the implementation of aid effectiveness principles&lt;/p&gt;&lt;p&gt;(based on the Paris Declaration), in order to accelerate progress&lt;/p&gt;&lt;p&gt;towards achieving the health MDGs.&amp;#160; One of the key principles is&lt;/p&gt;&lt;p&gt;supporting country ownership, and so there is no prescription for an&lt;/p&gt;&lt;p&gt;IHP+ Country Compact - which makes it difficult to categorically&lt;/p&gt;&lt;p&gt;state what the differences are between Compacts and SWAps.&lt;/p&gt;&lt;p style="min-height: 8pt; height: 8pt; padding: 0px;"&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;You are right that they aim at the same outcome - better harmonisation&lt;/p&gt;&lt;p&gt;and alignment of Development Partner support, behind country-led plans&lt;/p&gt;&lt;p&gt;and budgets, using country systems.&amp;#160; For me, the main difference is&lt;/p&gt;&lt;p&gt;that the IHP+ reinvigorates the political momentum behind these&lt;/p&gt;&lt;p&gt;behaviour change processes, and provides (through the IHP+Results) an&lt;/p&gt;&lt;p&gt;independent assessment that can help strengthen accountability for&lt;/p&gt;&lt;p&gt;implementation of the commitments made in IHP+ Compacts.&amp;#160; The findings&lt;/p&gt;&lt;p&gt;of IHP+Results will be discussed at Ministerial level on an annual&lt;/p&gt;&lt;p&gt;basis.&lt;/p&gt;&lt;p style="min-height: 8pt; height: 8pt; padding: 0px;"&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;Different countries are approaching IHP+ Country Compacts in different&lt;/p&gt;&lt;p&gt;ways.&amp;#160; The IHP+ Core team has produced some guidance on IHP+ Compacts&lt;/p&gt;&lt;p&gt;&lt;span&gt;which you may find relevant, if you have not already seen it: &lt;/span&gt;&lt;a class="jive-link-external-small" href="http://www.internationalhealthpartnership.net/CMS_files/documents/ihp_compact_guidance_note_EN.pdf" target="_blank"&gt;http://www.internationalhealthpartnership.net/CMS_files/documents/ihp_compact_guidance_note_EN.pdf&lt;/a&gt;&lt;/p&gt;&lt;/div&gt;&lt;!-- [DocumentBodyEnd:a132d02c-8e96-4e19-8a77-537fb59ac330] --&gt;</description>
